House Ethics Committee Rebukes DeLay's Accuser

Outgoing Representative Chris Bell (D-Texas), the man responsible for the ethics complaint against Majority leader Tom DeLay, was rebuked in a letter by the House Ethics Committee. His charges were deemed bogus, and Bell was chastised for violating a rule against "innuendo, speculative assertions or conclusory statements."

The purpose of the letter was to warn other members of Congress off making exaggerated or bogus assertions about fellow members in the future, and it was signed by both the chairman and ranking member of the Ethic Committee.
