Bush, Blair, and the Beeb

The BBC published a look at what they think President Bush and Prime Minister Blair are going to do. There guy figures it has to do with the huge gobs of capital possessed by the United States.

They got something very wrong, though:
But just as striking was the way both leaders emphasised their central mission - nothing less than the spreading of democracy around the trouble spots and most dangerous regions of the world.

Whether or not this is a doctrine which has been created retrospectively to account for the Iraq war, both seemed to be using near-identical language.
President Bush and Secretary of State Colin Powell were discussing this before Iraq was even mentioned, which I found interesting at the time because this concept was dismissed by some as the product of the neocon mind.
